Laura M. Youmans is an attorney and legislative strategist with extensive experience in Florida insurance, civil justice, and state and local government policy. As Director of Legislative and Governmental Affairs for the Florida Justice Association, she leads advocacy on property and automobile insurance and has been closely involved in the legislative debates surrounding Florida’s insurance market and recent insurance and civil justice reforms. Her work focuses on how policies intended to improve market stability affect consumers, including insurance affordability and coverage, claims enforcement, and access to the courts. Before joining FJA, Laura spent more than fifteen years working directly within and on behalf of Florida county governments, advising elected officials and public agencies on taxation and finance, development and infrastructure, and local government administration.
