Property insurance remains one of the most consequential affordability issues in Florida, and it is competing for attention with property taxes as lawmakers and a new administration set their agendas. This session asks panelists to work through a set of core questions: What is actually driving rising premiums in today’s market, and how much of it is risk, cost structure (i.e., inflation), or capital? How do we assess the role the state is playing in backstopping risk, and how that has changed (or not changed) over time? And what trade-offs come with the options for reform — for rates, for market stability, and for policyholders? What can a new administration realistically address on day one, versus what will require longer-term change?
