Statement on Ways and Means Committee Passing Proposal to Create a Federal K-12 Voucher Program

Florida Policy Institute (FPI) released the statement below following U.S. House Ways and Means Committee passage of a budget bill that would create a federal tax credit education voucher.

As a state that implemented a universal school voucher program in 2023, what has happened in Florida should be used as a cautionary tale.

Florida’s program, which gives even the wealthiest families access to private school vouchers, is costing our state roughly $4 billion this year —16 times the initial Florida House estimate.

Additionally, while public school appropriations undergo rigorous evaluation, there has been very little transparency and accountability when it comes to the institutions receiving taxpayer dollars through Florida’s voucher system. Similarly, the federal proposal would create the potential for fraud and abuse because of limited expenditure oversight. In Florida, vouchers are used for things like kayaks, big screen TVs and theme park tickets, while our public school teacher pay averages 50th in the nation. Emulating Florida’s voucher program at a national level is a recipe for waste and abuse.

The proposed federal tax credit vouchers would also reduce tax revenue that supports education and other governmental functions. Additionally, it’s important to consider the impact in areas that have few or no private school options, particularly rural communities.

Diverting federal dollars to private school vouchers also takes funding away from much-needed education services, like IDEA and 504 plans, as funds are moved from those essential programs to make up for budget shortfalls.
