Statement on US House Passage of Reconciliation Legislation

Florida Policy Institute (FPI) released the statement below following the U.S. House passage of the reconciliation bill. The legislation would cut $1 trillion from SNAP and Medicaid over the next nine years, while extending $4.5 trillion in tax cuts, skewed to the wealthiest households.

While most Americans were sleeping, the U.S. House of Representatives passed a bill with massive, unprecedented cuts — a proposal that would endanger the lives and well-being of millions of people. The proposal to cut $1 trillion from SNAP and Medicaid was passed with an astounding lack of transparency and accountability, and disregard for the families, children, and communities that would be deeply impacted.

In Florida alone, more than 3.2 million people are food insecure, according to Feeding  America, including over 807,000 kids. Over 4 million Floridians use Affordable Care Act (ACA) Marketplace subsidies to purchase health care insurance — more than any other state — and 4.3 million Floridans receive health coverage through Medicaid. The proposed cuts will increase food insecurity and uninsured rates significantly. Florida already has one of the highest shares of uninsured residents in the nation. KFF found that if enacted, the combined cuts to ACA tax credits and Medicaid would result in 1.8 million Floridians becoming uninsured — the highest spike in the nation.

The House’s plan to cut funding for all of these programs, and to shift billions of dollars in costs to the state, is a recipe for disaster. The impacts of stripping access to life-saving health care and nutrition will ripple throughout our state. Additionally, Florida is already projecting a deficit by fiscal year 2028. Now is the worst time for our state to be left footing an unexpected $1.6 billion-bill to preserve current SNAP levels for families, or to close the massive financing gap resulting from a $1.2 billion-cut to Medicaid.

No child or adult in Florida should have to go hungry, nor should they be forced to forgo health care due to a lack of access and affordability. Our congressional delegation should instead focus on improving the SNAP program so more families can put food on the table, and so that more communities can benefit from an economic boost as Floridians spend SNAP at local grocery stores and businesses. They should be working to ensure that more Floridians are able to access lifesaving health care coverage. The Senate must reject this disastrous legislation — millions of Floridians’ health and well-being hang in the balance.
