Statement on Governor DeSantis Signing SB 472, Expanding Economic Opportunity for Formerly Incarcerated Floridians

Florida Policy Institute (FPI) released the statement below on the signing of Senate Bill (SB) 472 by Governor DeSantis. The measure requires the Department of Corrections, in coordination with applicable licensing boards within the Department of Business and Professional Regulation (DBPR), or DBPR when there isn't a board, to design a program that ensures credits earned from prison-based classes are recognized and counted toward professional licensing requirements.

FPI is so proud to see one of our long-standing priorities become law. With the signing of SB 472, the path to economic security and opportunity has just been expanded.

This new law will help in clearing away some of the roadblocks to economic stability that Floridians face after returning home from prison.

As Florida Policy Institute recently pointed out, while the state’s Correctional Education Program awarded 36,689 certificates and industry-recognized credentials over the last four years, they are not currently recognized outside of prison. The measure signed today will help remedy that by ensuring that credits earned from prison-based classes are recognized and counted toward professional licensing requirements.

Additionally, common-sense reforms like this one that bolster workforce opportunities for returning citizens can save taxpayer dollars spent on incarceration costs by reducing the rate of recidivism.

Reducing economic barriers for formerly incarcerated individuals through occupational licensing reform has been a Florida Policy Institute priority for several years. We thank Rep. Kevin Chambliss, a champion for this issue and sponsor of the legislation, along with bill sponsors Sen. Keith Truenow and Rep. Rachel Plakon. This common-sense, bipartisan law is a step toward economic opportunity for thousands of Floridians.
