Statement on FLDOE Proposed Rule

FPI released the statement below following the Florida Department of Education’s (FLDOE’s) announcement of proposed rule changes that would limit eligibility for Florida’s Adult General Education programs and public community colleges to students who are U.S. citizens or are “lawfully present."

Our state benefits when all Floridians are well educated and able to support their families and contribute to a healthy Florida economy. While policymakers should be building bridges to economic opportunity, newly proposed administrative rules would do just the opposite.

Earlier this year, the Legislature smartly decided against a similar proposal; however, the Florida Department of Education has decided to end-run the Legislature in an attempt to enact harmful and counterproductive barriers to education and training for Floridians without documented status.

These are lose-lose-lose proposals: if enacted, students and their families lose out on lifetime earnings and improved financial stability; community colleges lose out on tuition and fees that would have been paid by students; and communities lose out on future tax revenue and economic activity.
