At Least 690 ‘Letters of Intent’ Sent to Public Schools in Florida

At least twenty-two school districts in Florida have received letters of intent from charter school operators looking to claim space in public schools under the Schools of Hope expansion, a law that allows for private charter school organizations to co-locate in public schools. Expenses for maintenance, construction, food services, and more will be borne by the school districts rather than the Schools of Hope operators, creating a new unfunded mandate on Florida’s public schools. The letters were sent starting November 11, 2025, when the recent Florida Department of Education rule dramatically increasing the scope of the state’s Schools of Hope law went into effect.

To date, districts have reported receiving at least 690 letters of intent for at least 450 schools,[1] with some schools being notified by multiple School of Hope operators
