Register Now! Breaking Down HB 1: How Would the Florida House's Voucher Expansion Bill Impact Public Education Funding?

During this virtual presentation, Florida Policy Institute (FPI) and Education Law Center (ELC) will discuss the potential fiscal impact of HB 1, legislation that would expand the state’s Family Empowerment Scholarship (FES) voucher program by removing the income cap–currently 375 percent of the federal poverty level–and opening up eligibility to any Florida resident in kindergarten through grade 12.

In its analysis of HB 1, the Florida House lists the fiscal impact as “indeterminate.” However, FPI and ELC’s estimate finds that the legislation would redirect $4 billion in state school aid in the 2023-24 school year from public school districts to private education. Roughly half of those costs would be associated with students not currently receiving any state funds for their education, either because they are already attending private schools or are homeschooled. Funding these “new” students would require an additional $2 billion in state aid, or it would lead to severe cuts in state funding for the remaining public school students.

A recent report on the state’s voucher expansion in 2021 found that the FES program is already redirecting 10 percent of total state school aid to private education.

During the presentation, speakers from FPI and ELC will explain how many students would be eligible for voucher scholarships under HB 1, the expected uptake rate based on a state that implemented a similar measure, and what the projected costs for school districts would be if HB 1 was signed into law.
